VPAID Custom Element Feasibility

Hello,

I am looking for a subject matter expert in online video ad-serving/viewability measurement technologies to help me understand the functionality of the functionalities in the URI under section 2.4.1 in the "IAB Tech Lab - VAST 4.0 Spec Sheet" link below.
