devkit for custom video game console

i want to create a devkit for a video game console i build.
no specific hardware only on computer, the operating system based on the last stable debian , need to know how to build this , because no specifics found on the internet and Don't know how to begin , except for api for stats , Community and achèvements (inspired by steamwork api) . controller on the future . please , all helps are welcoming .
