how to lock a folder using c++ which no one can access without password

How can I lock a folder using c++ turbo.
When someone tries to delete,access,edit it the computer must ask for the password.
Note:No one should be able to delete or edit it without the password. I need to store important files from others accessing it. And also the files inside the folder should not appear when searching in the search bar,and if it appears on the search bar then the person must type the password to access it.And if it is not possible in c++ then tell me in notepad

This is not a C++ issue. You need to lock your folder using your operating system features.
