i want to do up and down arrows

when i press up and down keys
it go up and down in this below menu

This is usually done using graphic libraris for your operating system.

Console C/C++ programs don't work tis way.

Are you constructing this menu with stdio functions like printf? These functions originated for use with console devices (the functional descendants of Teletype machines). Cursor control was a radical notion in those days.

Look at curses for a traditional (ie, old) way to do this.

A more modern approach would be to use a windowing library. Not my cup of tea, so I don't know which to recommend.
