how can i make a user defined 2d array program and then will sum up all the values?

it should look something like this..

rows: [enter the number e.g. 3]
columns: [enter the number e.g. 3]

enter values for first row:
1
2
3
enter values for second row:
1
2
3
enter values for third row:
1
2
3

1 2 3 6
1 2 3 6
1 2 3 6
3 6 9

please help..thanks! :)
