How to control the executable speed of a thread?

Jacky Luk
When I start 12 threads simultaneously in a program written in Visual C++. My Core i5 system has all its cores fully loaded 100%. I wonder is it possible to bring it down? and how do I control the speed of those threads?
Thanks
Jack
