image processing using c

I am starting a new project that will have to manupulate real images.
I started gattering info on how to do it and I have some few question starting with should I go with openGl or is there anything else?
PS am completly new to this so if you have some links concerning the topic I would apriciate it if you can sahre the knowledge

You need to ask yourself if you want to manipulate images or if you want to display images. If you want to do both, then openGL is one way to go. OpenGL's main purpose is to create 3D images, but it can also support 2D images.

If you want to manipulate images and then use some other program/gui to display the results, there are lots of "image processing" packages out there. Windows has its own packages, for example GDI+ is one based on C++.

For a standalone image processing program, gimp is reasonable for Linux, but IrfanView is the best for the windows systems.
