I find the book information on page of C entry of wikipedia:

There is a description on that web page for this book:
An unpublished book about "detailed analysis of the International
Standard for the C language."

I just read a bit and feel that the book is a serious job. Did Some
regulars read this book? How is it, and do you recommend it for C
programmers here?

Derek decided to post his book for free downloading when a contract
with a publisher fell through.

It is a very large, detailed, dense, and scholarly book. But it is
not intended to be, nor is it, a programmer's reference. It would be
far more useful for compiler authors.

I see no reason you should not download it and see for yourself how
useful you consider it to be. If you don't like it, you haven't lost
anything but a little downloading time and bandwidth.
