(C++/C#)How can I put a Tooltip or Bubble Help on a menu Item?

I need to be able to put a "Tooltip" or Bubble help message on a menu item.
This is so I can add a description to the the menu item when someone mouses over the menu pick. I found one article that describes how to do this in MFC, but my current application can't use it. C# (as far as I know) only lets you use a Bubble Help on an "object", menu items don't count?
I would like to do this in C++ but without MFC, or I can try in C#. Any help will be greatly appreciated.

You'll need to research MSDN for the windows api, or better yet, search for a "windows api toolbar tutorial" or something on that line. There's quite a few out there, and most all of them are both in depth, and easy to understand : )

If you have troubles with the tutorial, feel free to post what problem you have with your code
