wav to mp3 conversion in c language

hi,
i've to convert .wav file to .mp3 file as a project in c language.
if anybody could help me....i can't understand how to proceed and how to do the conversion.

Use a third party library. Look for free encoders for mp3 (LAME comes to mind).
