fgets and newline or not

I use fgets to do some simple file input . In the sample text file used to read , if I don't include a newline at the last line , that line is missed !
Expand|Select|Wrap|Line Numbers
  1. int main()
  2. {
  3.     FILE* fp=fopen("sample.txt","rt");
  4.     char temp[100];
  5.     while(1)
  6.     {
  7.         fgets(temp,100,fp);
  8.         if(feof(fp))
  9.             break;
  10.         cout<<temp;
  11.     }
  12.     return 0;
  13. }
  14.  
For example , sample.txt is
1
2
3
4
if I forget the newline after 4 , the program only prints
1
2
3
Why it works like this ?
And how can I fix it ?

Line 4 is not considered entered until it has a newline.
