To read a BMP file and Encode in RLE

hai friends,
i need some help with codes, to read a BMP file pixel wise.
and to do run Length Encoding.
also there is also another doubt

if we r using fputc, or fgetc
will the count we are calculating will be put as integer or as character?

i hav extracted the Data and Header part from a BMP file. and now there is one more doubt about the pixel arrangement in a line of BMP data.
its always a multiple of 4. but i hav found that a pixel comprises of 3 bytes with R,G and B.
is there any other information included with it?
