Have you searched around on Google for this topic? You will find a ton of hits. In fact, all you should need is a network analyzer like ethereal in order to capture packets.

Ya, i do have a ethereal, but i need to implement it using sockets.. actually we r implementing SIP so, initially we need to check if the two end points r connected, so i have to write a code..

Please remember when you are posting questions that we are not mind readers. You have to provide as much information as you possibly can about your issue or you will get suggestions like mine that could not take other facts that only you know into account.

Since you have to write code for this, you will need to specify what language that you want to do this in. That way, I can move this thread over to the forum for that language.

There is nothing I could tell you that would be more informative than a simple Google search. When I did one, several responses would have helped you with the general setups, but the sixth response seemed extremely applicable to your question.

One more thing, i use libpcap for unix, and winpcap for windows,
Is there any interface to capture packets independent of OS?

If you want OS independent, you should look at Java - it's all OS-independent, as long as you have the same versions of the JVM running on Windows and Linux.
