XMB or Media Centre style menus

Hi guys,

Im trying to write a program in C++ using windows with an interface that is similar to either media centre or sony's XMB where there are 3 layers of menus, with the lower 2 layers driven by database values, so that the 2nd and 3rd layers are filtered to display a list of options based on the previous.
eg. Top layer lists Genre, Year, Title
2nd layer lists the available genres
3rd layer lists the titles available within the selected genre.

Is there any way to get the menus to float and move like in MC or XMB instead of just static menus I cant seem to find anything relating to this?

Are you attempting to do this in C/C++? I've done it in PHP, but never tried it with C/C++...
