Opening ASCII text in C++

What is the best form of ASCII should I convert to (hex, dec, etc.), to open or import into C++?

If it is text, then everything should be an ASCII char.

If it is binary, then you can read the file in chunks if the bits are in the correct order.

The file format will show how to read the file.
