This sounds like one of those posts that shows up every month or so. Since I'm new here I'll put in my 2 cents.

The book(s) that brought my C++ level up a notch were the Efficient C++ books by Scott Meyers. Start with the first one and if you like it, keep on going. He can drill to the heart of an issue, with clarity and a sense of humor. It worked for me.

For software development, I liked "The Pragmatic Programmer". It has good ideas on tips and tricks for developing medium to large projects. Probably not for a newbie, but it is quite readable by anyone.
