question regarding .wav files

I am trying to call a .wav audio file which is simple signal and modify it by doing some process like time delay and filter it ....iam using C++ programming language.. all what what i want is to know how i can make the C++ deal with this file ...i mean call it and then use in the processes like what i mentioned above ....
if we consider that the file name is A_wav ...how can i call it in C++ .... then if i have a law ( formula) i want to apply it on this file ....how can i make it using C++ codes...then i want to hear it using media player .....

any suggestions are very WELCOME and i do appreciate it ....
