Determine if there's any text selection in active window

Hello.
Sorry if I'm asking an old question,
but I couldn't find it anywhere. If there is some link, please paste it.

I want to know how to determine in Windows if there is any text selection in window. Actually, doesn't matter in what language, but C# would be best.
