how to implement this peer-to-peer mode?

I’m doing a project. and want to know how to implement peer-to-peer mode in this project.

Suppose there is a multihop wireless network (multihop means some wireless devices cannot reach some other devices directly, they have to use relay devices to reach each other). Some of devices have data while others do not have. When any device has not data but want to get it, it will ask for data from anyone else who has the data and the latter will send data to it.

I read some books about socket programming but none of them mentioned peer-to-peer mode. How to implement it? Anybody has the idea?
