When you #include <filename>, you tell the preprocessor that the filename is located on a pre-defined path. When you #include "filename", you tell the proeprocessor that the header file is in the present working directory, PWD, and if not there,is along the same predefined path as for #include <filename>.

Chek Turbo C for how to set the include paths for the preprocessor.
