how u will interface your system with c++

hello to everyone
i hav a doubt that how we can interface or control our pc through c++,like for example restarting your pc,making a password program to be displayed before windows starts,do u have any idea of this pls tell me iam new to programming .

Your C++ program can't start until after Windows is running. It is Windows that calls main().

Can you not just use a Windows account to control access to the pc ??

Weaknessforcats is correct. However, a program can certainly restart your PC for you, I doubt you would be interested in this though.
