what is non standard text file?

1)what is a non standard text file for input or output in c?

2)I want to read a simple xml file (without any namespaces and dtd) in c and get its contents How should i do it?

1) i dont know about it
2)u can use a xml parser like tiny xml parser to accompolish the same

My guess is that a non-standard text file is just one that doesn't have .txt at the end of it.
