accessing jpeg image n extracting its pixel matrix

how can i access a colored jpeg image through a simple c program and i also wants to extract its pixel martix.

Do you know if there's a way to do this in VB 6.0?
I want to enable the user to select an image from a dir, then the program will split it into a set number of parts e.g. 4 x 3 = 12 parts. Each of the 12 equal parts of the image can then be scattered around the screen for the user to reassemble into the original image (like a jigsaw)
