open a *.dat file

there is a method to open and decript a *.dat files?

If you mean the video file by DAT file you need to use video codecs
for accesssing information that file

More likely

FILE *data = fopen ("input.dat", "rb");

though it's certainly possible for a ".dat" file to contain text data.
