I know all the fonts are kept in the same folder - if you google "windows font folder" i'm sure you can get that - but I'm not as sure as the regional settings.

As for the regional settings, I'm betting there's a way to do it in dos (run the system() command with a dos command - but i'm not sure what it is off the top of my head, though i'm sure another google search would be able to tell you).

There are system metrics you can get from the operating system. What you are trying to do depends somewhat on what your development environment is.
