time() function in C

I need an an answer to a question about the time() function. We used it to generate random numbers in a c program.

Question is: When does the system start counting the time and at what intervals?

Is there any where i can get an answer to that?

Google and wikipedia, off the top of my head. I'm sure you could also buy some sort of operating system programming book that would tell you.
