You won't be able to use Turbo C++ or Visual Studio under Linux unless you try using WINE which may be able to translate the WIN32 API calls to Linux calls. But I've not looked at it recently.

I've used Eclipse for my IDE and gcc/g++ for my compiler (you also require gmake for Eclipse to compile your programme and gdb to debug it). I don't use it under Linux at the moment, but that set of programmes will work under Linux as well as Windows. Though if you use it under windows, you'll need to get these programmes from either MinGW or Cygwin.
