How to setup environment for MinGW gcc

For example, I want to compile a c file in d:\xxx\yyy\zzz\.cfile.c.
This file depends on header file @d:/xxx/base/std.h

In a shell, i have an environment variable INCLUDE=d:/xxx/base. I
thought gcc would pick it up and search "std.h" from directory "d:/xxx/
base". But it doesn't do that. It complains about std.h can not be
found.

Could any one tell me how to set environment properly, so that gcc
know where to find included files and library files.

Off topic here, I'm sure MinGW has its own list, or failing that try a
gcc one.
