Program that runs "over" half-life (windows + ui)

Hi,
I'm thinking about making a program that will overlay a game
(counter-strike, windows), without having to tab it down from
full-screen.

Anyone have a clue how to do this? :) (No source code to the game,
openGL).

Post your question in a windows programming newsgroup.
