Well, it purports to be in the windows-1256 encoding, which is an
encoding for Arabic, so you're probably right.

After translating what he said on google translate (it didn't do a
great job, but it gave me a few hints) I came to the conclusion that
this is an announcement of a arabian forum. The links are topics on the
forum where some guy is telling the others about software he likes, and
the other guys are answering saying they really enjoyed the stuff he
posted.

In the end of Shurrab's post he invites people to join the forum so
they can see the great stuff that is posted there.

So it's an offtopic message, it simple has absolutely nothing to do with
C.
