New/Delete problem?

I'm writing some code which reads a meta section of a file, and it is
roughly doing that, but the size of of the buffer I'm storing data in
seems to be getting stuck at whatever the highest value passed into it
has been. Or something like that...

Any ideas what might be causing this?

How are you determining the amount of memory used?
