2D SafeArrays

Is there anyway in 2D Safearray that we could change column with row...
Safearray is just opposite of normal arrays [column][rows].
and when im declaring [1048576][16].
the array is creating in(1,0)(2,0)(3,0) instead (1,0)(1,1)(1,2).....
