Recommendation for GUI for C++ on Windows XP?

Dear all,

I'm looking for good (and free) graphical user interface
to write C++ programs on Windows XP which allows you to
link libraries easily.

I'm currently using "Bloodshed Dev-C++", Version 4.
But I'm getting really annoyed with it because I can't
link the Numerical Recipes libraries with it!

So does anyone have a recommendation for a GUI for
C++ on Windows XP where I can use the Numerical Recipes
Libraries?

Visual C++ express comes to mind and is free (from a money point of view).
