This is a C++ language newsgroup. Pls. post your question into a newsgroup
dedicated to your operating system.

First a question in response to your question:

Why do you want to wrest control of the system
away from the user?

Then an answer:

Please ask questions about Windows in a Windows
newsgroup. Here we discuss the C++ language, which
has no notion of 'system process' or 'task manager'.
