Do you mean if you are using a static library or a dynamic link library (DLL)

or do you mean if the library is linked to the program and link time or compile time

In case 1 the libs you use of the linker command line will have a corresponding DLL file is it is a dynamic library, additionally the lib files for linking to DLLs are quite small because they only contain references.

In case 2 it is very obvious because if the library is linked at link time it appears on the linker command line and if it is linked to dynamically at run time then it wont be on the linker command line and there will be a section of code devoted to loading the library and it's functions.
