rl_readline_name is mentioned in the documentation for the GNU
readline library. I don't know about rl_readline_buffer. For more
information, consult that documentation or ask in an appropriate
newsgroup, probably one in the gnu.* hierarchy.

I just got a number of Google hits for rl_readline_name, and most of
them appear to be relevant.
