trying to make a bot

I'm trying to make a bot that will automatically add people my friends
myspace (he has a band) I want to make this using C++ so he can execute
it from his computer. Do I have to use .NET or something to access the
internet? How do I "login" and authenticate?

C++ has no means to "login" or "authenticate". No means to "access
the internet". All those things are features of your OS. Please ask
about them in the newsgroup dedicated to your OS.
