SystemC basic question

A little googling failed to answer this question for me:

Is SystemC open source? I am interested only in using the
fixed point types. Is this part of SystemC available somewhere?
Most of google hits I saw were from IC/CAD vendors, whose
products I do not require.

Thanks,

Steve
