Explanation of the code

I need some explanation of this snippet of the code what exactly is it doing

It's not doing anything because it is not a compilable line of code.

It could be declaring a constructor of the NCRLanCapDAM class or it could be the first line in the definition of the NCRLanCapDAM class.
