Changing file permission in windows

How to change file permissions using C language in windows?
i.e. if the file has read only permission , how to take it out.

You can't do it using only standard C features. Best ask in one of the
Windows groups.

I want to delete the file using C language which has read only flag
set. (In Windows)
Is is possible?

Probably not, otherwise window's permission system would be quite
useless, right? You should check some windows newsgroup though. As Oka
already told you to.

If there's a command line way to do it and your system supports
system(...), you can construct the command line and execute it.
