There is no such concept in C++ as "download". You need to ask in
a newsgroup dedicated to your OS, where undoubtedly there is some
way to "download" something programmatically. Netword access (and
I am guessing here) is platform-specific.

Let's guess you mean HTTP protocol, from the internet.

system("wget http://somesite/someImage.png");

Download the wget binary, and either run your program in C:\ or add command
line arguments to that system().

From here, you will get better results asking questions in forums that
discuss HTTP and graphics. The only C++ thing about my post is the system()
call.

And consider using a simpler language. Many come bundled with HTTP
libraries.
