let's say you want a program to download code from a network and run
it. what's the easiest way to do this? i don't want to run a whole
new exe.

how about a dll?

This cannot be done with C++ alone, since it does not support dynamic
loading of code, nor networking.

However, a platform specific way of doing it would be something like
downloading a .dll or .so to the filesystem and dynamically loading it.
