Is it possible to read & modify TCP header using C. Also I want a

Yes if something has already captured the header and put it somewhere
you C code can access. How to interface to the network though is
implementation specific so you will have to ask in a group dedicated to
your system.

have you ever heard of libnet, libpcap or some thing like that? try
googling with phrase network packet capture or some thing else

never mentions a TCP header.
