Find C support for NNTP

Hello,

Where can I find a repository for GNU C library. I can't find an
implementation for NNTP / RSYNC Protocol.

Do you know any website, ressource, ... about non-standard C library
(definitions, headers, ...) like CPAN for PERL or PEAR for PHP
