Presumably you mean "Expert C Programming - Deep C Secrets"?
It's not for beginners, IMO, but if you've read K&R and want some more,
it's a good read.

It depends on what you expect from it. It's fun to read, for the
experienced C programmer, there are some useful bits for the advanced
beginner (i.e. someone who has just mastered a tutorial C book) , but
it's not a must have.

A lot more useful stuff can be found in the c.l.c FAQ.
