GetLocalTime() for Linux/Unix

Hi, on Windows, I use GetLocalTime() to get the current time in terms of
year, month, day, hour, minute, second, milliseconds. Is there an
equivalent function on Linux and Unix?

Thanks!

And in fact, localtime() is available on Windows, too. :)
