File and directory navigation in C++

Are there cross-platform libraries for C++ that support file and directory
navigation? If not, how is this achieved in a C++ program? Thanks.

There's Boost (http://www.boost.org); you can see the docs for file
handling at http://www.boost.org/libs/filesystem/doc/.

In answer to your other question: Often in a platform specific manner.
