How can I close or delay applications in Windows from outside the program?

Hi, I am new to c++ programming with Windows and I need to know if its
possible to close applications or delay their execution from a seperate
program.

Ideally, I would want to pause the program's execution from a seperate
program and then be able to resume execution later.

If I can't do that, then I would like to gracefully close a program
from a seperate program.

Any help would be greatly appreciated.
