Can someone recommend a C++ windows compiler other than microsoft visual
studio?

all I really need is a command line capability.

Microsoft Visual Studio includes a command line C++ compiler.

Is Open Watcom actively maintained? What is its Standard compliance

Very good. There's no definitive test for that, so your mileage may vary.
What std library is used?

I think, it is actively maintained.

I cannot say anything about the Standard compliance. They support
namespaces,
and RTTI I know.

I use the compiler many years for now and be happy, that it is free :-)

Have a look at their site.
