As Rolf said, these are not C++ concepts.
If, what I suppose, you are in win32 environment you could ask in
comp.os.ms-windows.programmer.win32 or in one of microsoft newsgroups,
try microsoft.public.win32.programmer.gdi or its brothers.

A Parent Window is a Window which has procreated.

An Owner Widow is a property owner whose
husband is deceased.
